Konoha is a powerful group of 11 ninjas Naruto's A generation consisting of shinobi from various teams. This group, besides Sasuke, consisted of Team 7, Team 8, Team 10, and of course, Team Boy. All of these ninja were branded as the future of Konoha, and they certainly possessed immense talent.
While Konoha 11 lived up to the expectations of most fans and rose to the next level, there were others who, for one reason or another, were disappointed and certainly not as interesting to witness in the story.

Kiba Inuzuka

Kiba of the Inuzuka Clan is one of the most underwhelming characters in the entirety of Naruto. Kiba was a member of Team 8 and definitely a very interesting character at the beginning of the series. He also fought against Naruto Uzumaki in the Chunin Exams, and certainly held his own.
In fact, he also played a large role in the Sasuke retrieval arc. However, after that, his importance in the story decreased. By the time of the Fourth Great Ninja War he had become a joke, and it wouldn't be a stretch to say it became irrelevant. As a member of the Konoha 11, he was definitely a flop, and in the Boruto era, he is largely irrelevant and unspoken, which is really unfortunate.

Shino Aburame

Shino was a very underrated character in the first part Naruto. Although he had barely reached his prime, he had always been the most composed in the Konoha 11, keeping his true power to himself. He was seen fighting some very impressive battles in the Chunin Exams, and most importantly, later in the story, he also fought Kankuro.
Although he had small moments here and there in battle, Shino was largely ignored as a character, and it was clear that the writer didn't really care about him. With this, he became one of the weakest Konoha 11 ninja. In the Boruto era, Shino is officially shown as a ninja academy instructor, but unlike Iruka, he is quite strong. We would all appreciate his character a lot more if he was properly focused by the writers.

Hinata Hyuga

While Hinata certainly received better treatment than Kiba's liking, she was still a largely neglected character. Her character started off incredibly well as she fought against Neji during the Chunin Exams arc, using Naruto as her only inspiration. She tried her best to not only fight her brother, but at the same time, prove to the world that she is a capable fighter as well.
Hinata performed exceptionally well in her fight despite losing; However, after that, his role in the story diminished a bit. Although she played an important role in Pain's arc, she was only used to trigger Naruto Uzumaki's true power. In the war, she did nothing of importance, and at the end of it all, despite all the talent she possessed, she became a housewife and abandoned her ninja duties. In Boruto, she is largely irrelevant and in the end Kawaki shuts her out of the plot entirely. As a Konoha 11 member, Hinata is definitely weak and has wasted a lot of potential as a ninja.

Rock Lee

Rock Lee was clearly a fan favorite at the beginning of the story. His story arc was compelling and moved fans, as many people could relate to him. His fight against Gaara is still reflected in history. However, that's all this character is doing for himself.
Rock Lee was largely ignored in the second half of Naruto, and his story arc remained largely untouched. All the fans were very disappointed to see how he was treated in the battle. Although he is strong and still has a very interesting story, he can only be considered an underrated ninja of the Konoha 11 in the grand scheme of things.

Choji Akimichi

Choji was never the most interesting character in Naruto, and fans didn't care much for him. However, despite all of that, he gets some attention early in the story from Masashi Kishimoto. Even then, however, he was largely debilitated and flattened.
In Sasuke Retrieval Mission, we got a very interesting fight centered around him. However, this was the last we saw of him in action for a long time. While he had his moments here and there in battle, he was largely irrelevant, and became increasingly boring as the plot continued. Fans didn't care enough because Kishimoto didn't put that much effort into his character, which made him and the ninja weak.

Tenten

Quite easily, the biggest flop in the entirety of Konoha 11 was Tenten. He was introduced as a member of Team Boy and, considering that this team had more years of experience than anyone else, fans expected great things from them. Neji certainly lived up to those expectations. However, Tenten did not agree. This was a very confusing decision by the author, mainly because he doesn't know how to write his female characters properly.
What made this character even more terrifying was the fact that he had his own goals in the beginning. She wanted to become a powerful ninja like Tsunade; However, these two were not seen interacting in the entire series. Tenten mastered many weapons, but that was all for her character. In fact, even his own teacher, the boy, paid no attention to him and only focused on Lee. She was failed by her superiors as a ninja and as a result, she flopped as a member of the Konoha 11. That being said, she was still on the rise and attained the rank of jonin during the Boruto era. Unfortunately, she is still not the focus of the story, which is definitely unfortunate.
