Toppo is the God of Destruction in all titles
Toppo is the leader of the Pride Troopers and a candidate for destruction. Once Belmode retires or dies, Toppo will take over as Universe 11's God of Destruction and begin his reign. In the Universe Survival Saga, Toppo was strong enough to defeat Goku in the Geno Exhibition, and the Prince of All Saiyans would have eliminated Vegeta from the Tournament of Power had it not been for Super Saiyan Blue Evolved.
Toppo's Destroyer Form radically increases his power level and fuses his God Ki with destructive power. Toppo has a strong mastery of destruction, and Hakai is able to hurt his opponents without wiping them out – showing amazing control over his power. In a life-or-death battle, Destroyer Form Toppo could probably kill Vegeta with his Hakai alone, but the Tournament of Power rules him out.

Granolah learned Hakai when he became the strongest in the universe
By wishing upon the Cerelian Dragon Balls, Granolah became the strongest person in Universe 7, in exchange for the ultimate power for much of the rest of his life. Granolah has only three years left to survive in the Granolah Survivor Saga, and one of the most powerful creatures in existence. Shortly after receiving his power-up, Granolah uses Destruction without fully understanding how the technology works.
While Granolah himself is very strong, his version of Hakai is much weaker than Topo's, in large part because he doesn't understand how to use destructive abilities. Toppo trained to become a Destroyer, while Granolah wanted to become stronger. By the end of the arc, however, Granolah begins to adapt to the ability and can actually wield destruction as well as Beerus, instantly turning anything in his path to ash.

Gas can do everything Granolah can do – but better
Granolah's time as the strongest person in Universe 7 doesn't last long. After Elec learns that Granolah used the Dragon Balls to make him stronger, he heads to Serial, summoning Toronbo and wanting his brother Gas to become the strongest warrior in the universe. Unlike Granolah's Will, which directly traded life for power, Elek's Will in Dragon Balls ages Gas whenever someone crosses him, exchanging his remaining years to adapt to stronger enemies in real-time.
Gas has access to every ability that Granolah does, getting the same boost from the Dragon Balls but on a much more extreme scale. Gase will never master destruction to the level that Granolah does, but he is away Strong in terms of base power level and weak versions of Hakai can also do serious damage. If Gas doesn't hesitate to use his new powers and win on his own merits, he might be able to wipe out Granolah, Goku, and Vegeta with his new destructive abilities.
