There aren't many people who couldn't score as strong as Neji in the Chunin Exams. The Hyuuga genius lit up the competition with his brilliance and ruthlessness. Neji dominated most of his opponents, including Naruto. Even the latter would have lost the battle if it hadn't been for the nine tails. Despite his massive performance, Neji is sidelined for the rest of the story, which wouldn't have happened had he been the hero.

Hashirama Senju was the first Hokage of the Hidden Leaf and the strongest ninja in history. In his prime, there was no ninja who could beat him in a fight. Even the legendary Madara Uchiha tried to kill him several times but failed. Hashirama's main source of power was Wood Release, a Kekki Genkai that was strong enough to block tailed beasts.

A more realistic approach was
When it comes to villains, there aren't many who are better than Nagato Uzumaki. His appearance all changed. He was an exceptional fighter and leader who took the Akatsuki to new heights. Nagato liked to talk a lot, but he could back it up with his demonic strength.
Nagato had a realistic ideology that people cannot change without suffering themselves. It was a bit radical, but almost everything in Naruto proved that most people don't feel pity, not even for a child. A good example is how most of the people in Hidden Leaf treated Naruto terribly and wanted him gone, when he did nothing. It's safe to say that with his ideology and strength, Nagato could make for a great hero.

Jiraiya
More adventurous than Naruto
Jiraiya served as a mentor to many great ninja, and he helped them grow as people and ninjas. Also known as Toad Sage, Jiraiya traveled the world completing missions and interacting with people. His travels helped broaden his perspective and help him learn more about the world.
If Kishimoto had chosen Jiraiya to lead the series, the story would have been very different. It does not have one primary setting, so it will allow fans to understand the culture of both large and small villages.
