A good example is how most of the people in Hidden Leaf treated Naruto terribly and wanted him gone, when he did nothing. It's safe to say that with his ideology and strength, Nagato could make for a great hero.

Jiraiya served as a mentor to many great ninja, and he helped them grow as people and ninjas. Also known as Toad Sage, Jiraiya traveled the world completing missions and interacting with people. His travels helped broaden his perspective and help him learn more about the world.

If Kishimoto had chosen Jiraiya to lead the series, the story would have been very different. It does not have one primary setting, so it will allow fans to understand the culture of both large and small villages.
