He manages to rise to the occasion, but probably can't without his fellow Rangers.

Levi Watson is actually Aiden Romero, the eldest son of Dan Romero, the first Ninja Steel Red Ranger. He becomes a famous singer and lives an oblivious life in his father's possession before his memories are erased and he is forcibly thrown into the field. Once he returns to the side of the Ninja Steel Rangers, he becomes as powerful as his father and brother, if not more.

The Gold Rangers are usually the most unique looking characters of any series, but that can't be said for Watson alone.

Ratna is forced to remain a prisoner in “Alphabet Soup” along with Gemma and Doctor K. However, the scientist allows them both to escape before returning as the Gold and Silver Rangers respectively. Gem and Gemma appear in a few episodes of the RPM series, but they are one of the most popular parts of the adaptation.
The Gold RPM Ranger wields both the Falcon Helicopter Zord and the Whale Zord along with several prototype Ranger gear. Mani has a plethora of forms only seen in toys or spinoffs. Gem is easily the greatest example of a Ranger not living up to his full potential, which is somewhat improved in Super Megaforce.

Aiyon may appear human, but they are actually an ancient Rafkonian. They are also one of the latest and greatest sixth rangers within the series. Their Raphkonian physiology gives them a plethora of interesting powers, but they also have extensive ranger abilities. He has various dino battle armors in addition to the most power-ups in the modern series. Aiyon may be one of the most naive characters in the entire franchise, but that doesn't mean he isn't powerful.
Aiyon is also a Cosmic Fury Gold Ranger, which isn't surprising since most Rangers are in the middle of the series. Instead of being given a super series, the Dino Fury Rangers completely change powers and iterations. However, Aiyon sets a clear example for future Gold Rangers and does an incredible job carrying the torch for the next generation of the series.

Antonio Garcia is one of the fastest Power Rangers of all time. He moves so fast that the series breaks the fourth wall just to show how fast he is. He has a passion for fishing, but the Gold Samurai Ranger is also technologically gifted. They also create their own morpher which allows them to participate in the series. He may not have access to all of Samurai Ranger's power-ups, but that's probably because he doesn't need them.
Ironically, Garcia would later return Ninja SteelInteracting with Levi Watson, who shares a very similar design. He can often be fun-loving, but that doesn't stop him from getting serious when the situation calls for it. Ultimately, he is a worthy member of the team, no matter what Master G thinks.

Sir Ivan of Zander is actually a 13th century knight. This means that his sword skills are simply off the charts. He's been frozen for many years, but that doesn't mean his fighting skills have gotten any worse. Ivan may not have understood all the eccentricities of the modern day, but aside from the occasional move it hasn't affected him in the slightest in battle.

The Black Rangers usually serve as second-in-command to the Red Rangers and are often one of the most popular Rangers of any series.
Sir Evan may only have access to two different transformations, but they are both incredibly powerful. They help him use his swordsmanship to a greater extent and make him one of the most powerful Sixth Rangers in the series, at least as far as swordsmen are concerned.

Daggeron is one of the most powerful Power Rangers in the franchise because they have access to real magic. Daggeron also has a genie for an ally named Genji, but his powers are severely limited within the show. He is not only the Sixth Ranger of the Mystic Rangers, but also serves as their mentor. They are basically skeptical of him before he proves himself on the battlefield.

Jason Lee Scott is one of the strongest Rangers in history
Power Rangers: Zeo
Jason Lee Scott is the original Mighty Morphin Red Ranger who returns after his Mighty Morphin retirement to become the Geo Rangers Sixth Ranger. He played a similar role to Tommy Oliver in the original series, which is touched on in the show itself. He is an expert martial artist and, with access to the Geo Crystal, is virtually unstoppable.
Of all the Rangers who came back strong at a different point, Scott's Gold conversion is easily one of the best examples. When the episode first aired, fans had no idea who the Gold Ranger could be and Scott was the best surprise possible. He may not be able to stay with the Gold Rangers for long, but it was certainly a welcome presence.
