Minus is an elven mage who is briefly talked about in the 133rd chapter of the Freren manga. According to the members of the Shadow Warriors, she was a great mage who caused many wars in the Southern Lands. This made her guilty of high treason, and she was later defeated by an unknown warrior known as Lowe. Very little is known about him, but from the wars he led, it is clear that he was very powerful. Being an elf, he may be on the same level or even stronger than Freyren, but without proof, he'd fit at the bottom of this list.

Flam
The legendary Mage Flamme is largely responsible for humanity's progress in learning magic. According to Seri, he really loved magic and wanted it to be accessible to everyone. Freeren
Accompanying the Hero Party and widely recognized as the mage who helped defeat the Demon Lord, Friren is an elf mage with thousands of years of experience. He has remarkably slain more demons than anyone else in history, earning him the title “Frien the Slayer”. She was mentored by humanity's greatest mage, Flam, who taught her to hide her mind, which she used to defeat powerful enemies like the Aura Guillotine.
Freyren is an exceptionally skilled mage, but according to Ceri, she is miles away from her true potential. His hobby of collecting spells has given him access to all kinds of spells. Most of them are useless in combat, but he also has access to some powerful spells. Notably, while fighting against her clone, we see her cast spells that were extremely powerful. Like Friren, she is an elf who has lived for over a thousand years and has mentored extraordinary wizards such as Flam and Lernen.
His mastery of magic and instincts is second to none. During the second round of the First-Class Mage Exams, he created a barrier that was said to be unbreakable and was only destroyed by Frieren after a day of analysis. He also immediately noticed many of Land's clones, which no one had discovered before. His instincts are also praised by Freire, who considers it “always right”.
Ceri also suppresses her mana, which was not detected by Larnen, who was able to see Freren's mana fluctuate. Fern was the only human who was able to see it. Also, Seri's suppressed mana is the same as Freren's unsuppressed mana, showing that Seri is truly the strongest mage in the world.
