A former Admiral of the Marines, Kuzan is currently the 10th ship captain of the Blackbird Pirates. He was once an enemy of Luffy and the Straw Hat Pirates and collided with the crew in the Long Ring Long Land.

As expected, he completely destroyed the crew on the island that day, and in the battle against Luffy, he was victorious. Kuzan was also involved in the fight against Luffy in the Paramount War, and later on, he was stronger. Right now, however, he isn't strong enough to defeat Luffy or match him in combat. He doesn't have the hockey of a winner, and that's a huge downside.

Although he can certainly match him to a certain extent in a detailed battle, he doesn't have the strength necessary to defeat Luffy. Since awakening the power of Gear 5 and the Conqueror's Haki Infusion, Luffy has surpassed him, and it's clear for the fans to see.

Dracul Mihawk

The strongest swordsman in the world, Mihawk is a powerful man that many cannot stand up to in battle and defeat. At one point in the series, Mihawk was overwhelmingly stronger than Luffy, and he fought against him in the Paramount Battle, trying his best to kill him.

Back then, he was much stronger than Luffy. But now the tables have turned. Luffy is stronger than Mihawk at this point, and he has already surpassed him in every aspect and authority of the battle.

Sakazuki

Fleet Admiral Sakazuki is definitely one of the most powerful people in the One Piece world. He possesses the power of the Magu Magu no Mi, a Logia-type Devil Fruit that allows him to transform into magma, as well as produce and manipulate it at will. He also has great control over hockey, as was evident from his performance in Paramount Battle.

Sakazuki is definitely very strong, and fans have seen incredible displays of her strength on numerous occasions. However, he has already been surpassed by Luffy, thanks to Gear 5, and the extremely strong Hawkeye. Sakazuki can certainly hold his own in a fight against Luffy; However, it is clear that Luffy will now defeat him.

The Dark King, Rey is a monstrously powerful figure even in his old age. He was the right-hand man of former pirate king Gol de Roger and an incredible user of all three forms of hockey.

Rayleigh is very powerful, and until recently, he was still stronger than Luffy. However, after the climax of the Wano Country arc, Reilly is no longer a match for Luffy. Luffy has already surpassed him in combat long ago, and the difference between them will only grow.

A former Yonko of the Sea, Big Mom One Piece is one of the most powerful people in the world. Being the Emperor herself, Big Mom was leagues above Luffy during the entire Cake Island arc and the vast majority of the Wano arc as well.

However, once Luffy awakened his Devil Fruit and unlocked the power of Gear 5, as well as gaining the ability to infuse Conqueror's Haki, he was able to not only match Big Mom, but surpass her in battle. Luffy deposed both Wano Big Mother and Kaido from their thrones and became Emperor himself.

Kaido

Luffy fought against Kaido in the Wano Country Arc, and although he defeated him three times, in the end, he won. His victory only came after his death and awakened the power of Hito Hito no Mi, Model: Nika.

Luffy managed to combine this amazing power of free-wheeling combat with his amazing Haki which he had mastered to an advanced level. These things were too much for Kaido to counter, and, ultimately, he lost the battle. Luffy surpassed Kaido towards the end of the Wano arc, and the difference in their strength has only grown since then.

Kozuki Oden

Wanoka's legendary samurai, Kozuki Oden, was one of the few people Kaido believed in the legendary power. In fact, he was the only one before Luffy who could kill Kaido and that goes to show what incredible power he had.

Odin had great control over all three forms of Haki, and that alone made him a powerful man. Luffy surpassed Oden towards the end of the Wano Country arc, when he finally defeated Kaido, Hito Hito no Me, thanks to Model: Nica's awakening.
