After the formation of the five great shinobi nations, only 27 ninja remain within Naruto He has held the post of Kage. Other ninja villages also have leaders, but only one kage is used to identify the leader of one of the five great nations. Kazes are considered to be the strongest ninjas in their respective villages, but all of these villages have powerful ninjas who never became Kazes.
The most powerful non-Kaz ninjas Naruto was powerful enough to claim the title for himself. In fact, many of these ninja were in contention to become Kage, but they either passed or declined the position. Some of these powerful ninjas have actually killed previous Kage in the past.

Sasori can bring down an entire country single-handedly
Sasori may be the first Akatsuki member to die, but that doesn't mean he was weak. In fact, there's a good chance that he could have been named the Fourth Kazekage of the Hidden Sand Village if he hadn't parted. Sasori was the strongest member of the Sand Puppet Brigade, and his mastery of the technique allowed him to control 100 puppets at once. Using these puppets, he was able to defeat a small nation by himself.
Like many puppeteers, Sasori specialized in ranged combat, but thanks to his innovative designs, he was also an effective close-quarters fighter. Sasori could use various poisons that were so complex that only a medical ninja of Tsunade's caliber, or one of her disciples, could create an antidote in time. Sasori proved that he was a Kaze-level ninja when he killed the Third Kazekage, who is still considered by many to be the strongest Kazekage in the history of the Sand Village.

Kisame Hoshigaki's power was equal to that of a tailed beast
Before joining the Akatsuki, Kisame was part of the Seven Ninja Swordsmen of the Mist, making him one of the most skilled and feared swordsmen in the entire ninja world. He wields the Samehda, a sentient broadsword designed to dismember opponents. More importantly, it can absorb the opponent's chakra until their techniques are nullified and they are rendered unconscious. Kisame could fuse with Sameda for an instant victory, and he could use the stolen chakra to heal himself.
Kisame's natural chakra reserves were so large that he was considered a tailless beast. He mastered water release so that he could submerge entire landscapes underwater. Kage-level ninja can defeat Jinchuriki one-on-one, and Kisame did that when he defeated Roshi, the Four-Tails Jinchuriki, without any help. If Samehada hadn't betrayed him, Kisame could have easily defeated Killer Bee, who is a perfect jinchuriki with even greater power.

Orochimaru is a sannin who was Hokage in another life
Orochimaru may be the founder and undisputed leader of the Hidden Sound Village, but he is no Kaze. As a member of the legendary Sannin of the Leaf Village, Orochimaru is the strongest ninja in history, and if it weren't for his evil practices and disregard for human life, he would likely succeed Hiruzen as the Fourth Hokage of the Leaf. Orochimaru can use all five basic chakra natures, he is exceptionally skilled with a sword, and he has mastered hundreds of jutsu.
Orochimaru displayed his Kage-level power several times during the series. For example, he personally killed the Fourth Kazekage, which is one Naruto The franchise's most effective Kage death. He overwhelmed the Third Hokage to the point where he needed to sacrifice himself in order to shut down Orochimaru's weapon. In the second half of the series, Orochimaru was able to match and defeat Naruto's Four-Tails Tailed Beast transformation without sustaining any serious injuries.

Jiraiya was strong enough to defeat the pain one by one
As one of the legendary sannin, Jiraiya was asked many times to become Hokage, but he refused each time because he believed he was not worthy of the position. Ironically, he personally trained the two future Hokages and Nagato, who were on the same level. He may seem childish at times, but no one can deny Jiraiya's strength. Itachi, an Uchiha prodigy, believed that he and Kisame would not be able to defeat him.
Jiraiya would summon ninja toads of various sizes during battle, allowing him to take on monstrous beasts or dozens of ordinary ninjas at once. He was also one of the few people who could use Sage Mode. He may not have mastered it, but he still wielded it well enough to overcome three of Penn's bodies. Pine, who wielded the Rinnegan and controlled the six bodies, and who could be considered stronger than the Kage, admitted to Jiraiya that he could defeat him if he discovered the secret of the Six Paths sooner.

Killer Bee was a perfect jinchuriki and master swordsman
Killer Bee is the adopted brother of the Fourth Raikage of Hidden Cloud Village, but he is also a perfect Jinchuriki who can access all of the Eight-Tails Chakras. He can transform into a tailed beast at any time without losing control. As a result, B can use Tailed Beast Force, which is Tailed Beast's ultimate attack. With it, he can vaporize one of the other great ninja villages.
B is a master swordsman who can increase the cutting power of his sword by infusing it with electrical chakra. He uses an unorthodox style of up to eight swords, which makes his moves incredibly difficult to read. Even the Sharingan can't keep up with his swordplay. If it wasn't for Jugo and Karin, Bee could have killed Sasuke twice, very easily. Jinchuriki like Gaara, Yagura, and Naruto could have become Kage, and so could B.

Obito Uchiha could defeat Kaz with his Kamui
Like Naruto, Obito dreamed of becoming Hokage, but his life took a dark turn when he witnessed Rin's death. He trained with Madara Uchiha for a year and became a kage-level ninja during that time. Obito nearly defeated Minato, the Fourth Hokage, in a one-on-one duel and personally killed all of the Uchiha Clan's strongest fighters in a massacre.
Obito could use Kamui thanks to his Mangekyo Sharingan. This is one of the best teleportation abilities in the anime, and it gave Obito a form of intangibility. Most attacks would land safely on his body, and he could instantly win a fight by trapping someone within his kamui dimension. As fast as the Fourth Raikage is, no one can hit Obito. If that wasn't enough, Obito took control of Yagura, the fourth Mizukage, and he could use his Sharingan to control the tailed beast.

Itachi Uchiha possesses a powerful Mangekyo Sharingan and a nearly invincible Susanoo
The Uchiha Clan is one of the most feared and powerful clans in history, and Itachi was seen as a true genius. He mastered the Aadhaar Sharingan on his eleventh birthday and awakened his Mangekyo Sharingan a year later. He was the youngest ninja to join the Leaf Village's Anbu. By the time he was 16, Itachi was already strong enough to take on Kage-level ninjas.
When Orochimaru tried to steal his body, Itachi easily defeated him, and even cut off the sannin's left arm. Itachi could trap others in a powerful time-altering genjutsu, or burn others with Amaterasu's black flames. His Susanoo can take on a tailed beast, and is said to be invincible because it wields an ethereal sword that can pierce through anything. It also had a shield that could reflect any attack. Itachi gave up everything to protect the Leaf Village, something only a Hokage is expected to do.

Madara Uchiha is a legendary ninja who can easily defeat the five kage
It can be argued that Madara is the strongest Uchiha in history. This claim is hard to dispute as he only lost to the First Hokage Hashirama Senju, whose skills earned him the title of God of Shinobi. Madara co-founded the Hidden Leaf Village, and Hashirama wanted him to be Hokage, but Hashirama was ultimately chosen because he was more popular.
Madara's power is so great that he is one of the few Naruto Characters who can wipe out a country. He demonstrated this legendary power during the Fourth Great Ninja War when he single-handedly wiped out thousands of ninja with his Rinnegan. Madara can be compared to a tailed beast, as one swing of his sword can destroy entire mountains. He quickly subdued all the tailed beasts during the battle, and easily defeated the five cages when he decided to get serious.
