Monkey D. is the main hero of Luffy a pieceAnd as such, he is endowed with many powerful abilities. He has an amazing Devil Fruit, the strongest in the story, and on top of that, he has access to all three forms of Haki. Luffy doesn't always have a perfect grip on his skills, but he still managed to defeat some strong characters in one piece.

There is no doubt that Luffy will become more powerful and acquire numerous new skills before the story ends, as there are many enemies who stand in his way. However, as Oda writes the story, there's a good chance that Luffy won't clash with all the big names. So, there will be more Strong characters that Luffy never fights.

Monkey d. Garp

Monkey D. Garp is known as the Hero of the Marines, a title he earned for his exploits during the God Valley Incident. Garp went to the island to save his fellow Marines from dying, but he found Davey D. Can fight with Zebek. To stop Jabek, Garp uses his arch-nemesis, Gol D. Had to work with Roger. Together, they defeat Zebeck and save countless lives.
Considering Garp is over 70 years old, it's pretty clear he's past his prime. However, he is still a powerful fighter. Regardless, he still has great control over Haki, as evidenced by him destroying Kuzan and the other members of the Blackbird Pirates. Given his strength, Garp would have no problem fighting Luffy, but that would never happen. The latter loves his grandfather and would never seriously hurt him. The same goes for Garp, who was clearly holding himself in the Marineford arc.
Sengoku

Devil Fruit: Hito Hito no Mi, Model: Daibutsu
Sengoku is a former Fleet Admiral of the Marines. For years, he was in charge of every single soldier within the organization, and, under his direction, they successfully got rid of Portgas D. Ace. Sengoku not only has great leadership skills but also incredible physical prowess.
One Piece: The strongest characters alive since Elbaf
These one piece characters will be the strongest ones standing after Elbaf.
Sengoku has access to the Hito Hito no Mi, Model: Daibutsu, a legendary Joan-type Devil Fruit, which allows him to transform into a giant golden Buddha. Furthermore, Sengoku can use all forms of Haki, and while he is not shown using them, it is clear that a fighter of his caliber would have mastered their use. Luffy and Sengoku came face to face at Marineford, but they never engaged in a proper fight. Considering where the story is going, there is no chance of Sengoku and Luffy crossing paths or fighting each other.
Edward Weevil

Edward Weevil is the self-proclaimed son of Whitebeard and Miss Buckingham Stussy. He is traveling together with his mother, hunting down members of the Whitebeard Pirates, hoping to find the fate of the late Yonko. However, it seems that Weevil is not completely indifferent, as he saved the Sphinx's men from Admiral Ryokugyu.
Not much is known about Weevil's abilities, but Kizaru suggests that the former's physical strength reminds him of Prime Whitebeard, which is a huge compliment. Don't know if Weevil has Haki, but hopefully Oda clears things up soon. Luffy and Weevil have never met each other, and since the latter is on Impel Down, there's almost zero chance of that changing.
Silver Raleigh
Affiliation: Roger Pirates (Ex)

Silver Ray used to be the Pirate King's right-hand man, and as such, he was an integral part of the crew. In his prime, Rei was able to stand shoulder to shoulder with a fighter of Oden's caliber, the legendary samurai who nearly wiped Kaido off the face of the earth.
A piece: 32 strong swordsmen, ranked
Considering its swashbuckling setting, it's not surprising that talented sword fighters fill the piece. There are many strong ones here.
Silver Rayley doesn't have a Devil Fruit, so he relies primarily on Haki to win fights. His dependability has improved his Haki to the point where he can take out thousands of people without lifting a finger. Rayleigh is also well versed in using a blade, and he is possibly one of the best swordsmen in the world.
Boa Hancock

Devil Fruit: Mero Mero No Me
Boa Hancock is the captain of the Kuja Pirates and the current Queen of the Amazon Lilies. As a member of the famous Kuja tribe, it's no wonder Hancock is able to use Haki so skillfully. He has access to every type of hockey, making him a truly dangerous opponent.
Hancock also has Mero Mero No Mi, a Paramecia type devil fruit that is the definition of 'broken'. She can terrify her enemies leaving them completely defenseless. While most consider the Devil Fruit to be useless against inanimate objects, Hancock has proven that it can harm them as well. After all, she managed to use her powers against the Pacifista. Needless to say, Hancock is armed with many powerful abilities. Thankfully, Luffy won't be on the receiving end of the attack as Hancock likes him. In fact, she protected him from smoking at Marineford.
Dracul Mihawk
Affiliation: Cross Guild

Dracul Mihawk is currently the strongest swordsman in the world. He probably won the title by defeating countless other foes. After fighting many opponents, Mihawk's name became known around the world, resulting in the world government offering him the position of a sea warrior.
Dracul Mihak has a Yoru, Saizo o-wazamono-grade sword, and can use at least two types of Haki. Mihawk is also likely to have a winner's hockey, but nothing has been confirmed yet. Even though Mihawk knows he doesn't have it, there's no denying that he's not a man to be trifled with. Currently, Mihawk is traveling with Buggy, and so far, there is no implication that he will cross paths with Luffy.
