After that, it appears that Ryu and his ally Kagashi build and expand the power of the Divine Dragon Order (DDO), one of them located on top of the headquarters. Seori begins to find some way to undo all the harm she has inadvertently caused by playing into Achilles' hands. At this time Achilles is believed to have been defeated.

However, Seori holds Yakumo's hand saying that they don't fully understand the prophecy and that they need her help to undo the seals to free the Dark Dragon (purify it once and for all/completely kill it).

The Raven Clan is a rival of the Hayabusa Clan and is often seen as second to them. This creates a certain conflict between the clans, as well as Yakumo and Ryu.

From there, Yakumo, the Raven Clan, and Seori work to undo the four seals (which Seori and Ryu had established years ago). Yakumo leads everything, with everyone believing him to be able to wipe out the Dark Dragon. Joining Yakumo and Seori are some important figures:

Supported by Tyran's training module and Umi's communications, Yakumo leads by clearing each area of ​​fiends and enemies. Misaki, meanwhile, escorts Seori to each location while being safe. Along the way, there are some important story beats:

  • Yakumo has a fight with Ryu, the latter and Ayane searching for Yakumo. This scene indicates that Ryu is trying to save Seori and stop Yakumo from freeing the dark dragon.

  • Seori is kidnapped by the Fiend, who must be rescued by Yakumo. This sequence, in particular, highlights the growing relationship between Yakumo and Seori.

Fourth Dark Dragon Seal

After breaking the first three Dark Dragon seals, Yakumo and the party return to DDO headquarters for the final seal. Yakumo fights his way through, defeating Kagashi along the way, who is paraded as the most powerful member of the DDO (as his title implies). Along the way, players are treated to a cutscene of Seori speaking with Ryu, where she asks Yakumo to hand over a special item to the Dark Dragon. If and only if Ryu thinks he deserves it. This cutscene is a little confusing in terms of timeline, but when it happens is a little important. This could mean she got away from Mizaki for a short time to talk to Ryu or it could have happened earlier in the game when the party was at DDO HQ. In the latter case, this means that Ryu is fully informed and testing Yakumo the entire time. This would also explain why Ryu isn't beating Yakumo throughout the trip.

In the final seal Yakumo meets with Mizaki and Seori, and when Seori performs a ritual to expose the Dark Dragon spirit within her, she asks Yakumo to kill her. Yakumo hesitates, torn between his duties as the Raven Clan master ninja and as someone with feelings for Seori. Mizaki, instead, stabs Seori at this moment, revealing himself to actually be Achilles. This frees the Dark Dragon, fighting Yakumo and killing Achilles immediately afterwards. Yakumo then takes Seori in his arms, as she talks about her mistakes and how she's not ready to die, and Yakumo cries as the Dark Dragon flies over Tokyo.

At this point in the game, players step into Ryu's shoes, playing out his flashbacks and Seori setting up the seals. When it returns to the present, Ryu exits on top of the DDO headquarters. The game then returns players to Yakumo's perspective.

Angered by Seori's death, he rushes to the exit and confronts Ryu once more. The two engage in battle, where Ryu deems Yakumo worthy. Ryu then gives Yakumo a final parting gift from Seori (previous cutscene) – the Jewel of the Dark Dragon which transforms into a Dark Dragon Blade. Part of the Dark Dragon itself, this blade has the power to slay the Dark Dragon in the hands of the Raven Clan Ninja because of their cursed bloodline.

On the roof of DDO headquarters, Yakumo confronts the Dark Dragon and defeats it. The second phase of the boss battle has the Dark Dragon take the form of Yakumo, who is also defeated by Yakumo. Later, as the credits roll, players can run around Tokyo as it breathes fresh air for the first time in years, free from the toxic effects of the Dark Dragon. Like Tokio, Yakumo has freed himself and his clan from the curse of the bloodline by defeating the Dark Dragon. Without Ryu and Seori, he may not have the skills to defeat the dragon, but through their teachings (and loss in Seori's case), the world is a better place. Yakumo and Seori don't get a happy, romantic ending, but they do achieve what they want because of each other.
