Nerona Emu represents evil in its purest form in the One Piece series, and her mere presence saw people freaking out left, right and center due to the sheer power of the victor's Haki. More than that, Emu's presence gave great evil power to his surroundings, turning it into the devil incarnate. Imu's power is truly unparalleled, and in the most recent chapter, One Piece 1180, Imu destroyed some of the most powerful characters in the entire One Piece world, such as Zoro and Sanji, as well as members of the Giant Pirates. Emu is a formidable villain, the likes of which cannot be rivaled by anyone in the world of One Piece at the moment, so he already stands tall as the best antagonist in all of manga.

Madara Uchiha was a fantastic character, but his undoing was his last, which unfortunately, was not well written by Kishimoto.
