Edward Newgate, better known as Whitebeard, was one of the greatest pirates of all time. Although active at the same time as Roger, it was Whitebeard who earned the title of “Strongest Man Alive”. He possessed Gura Gura no Mi, a Paramecia type Devil Fruit that enabled him to create vibrations at will.

With this power, Whitebeard was almost invincible, and he could easily destroy an entire island with ease. He could also use all three types of Haki, a feat that few could match. Despite his incredible strength, Whitebeard had no interest in getting a piece. What is surprising is that Roger told him about the location of the treasure, but he did not try to find it. All he cared about was his family and safety.

With his level of power, it wouldn't be a problem for Mihawk to find a piece, but he has no real interest in treasure.

Boa Hancock

Boa Hancock is the captain of the Kuja Pirates, one of the most feared gangs in the world. The Kuza are renowned for their Haki, so naturally, their leader is bound to have perfect control over this particular power. Hancock can use all three types of Haki rather efficiently. Furthermore, she has access to My Mero No Mi, one of the most powerful Devil Fruits in one piece.

My My No Me has no real weaknesses, so it's very hard to bypass its power. Many people believe that Hancock's powers are limited to inanimate objects, but she successfully used them against Pacifista. There's no question that Hancock's power is phenomenal, and characters like Sengoku and Blackbird reaffirm it. A true powerhouse like Hancock could easily be in the running to claim a piece, but he has zero interest in it.

Trafalgar Law

Trafalgar Law is one of the most popular One Piece characters, consistently scoring very high in popularity polls, and it shows how much fans love him. His popularity stems from the fact that he is a well-written character. Law has a great backstory, and, not to mention, she has the best devil fruit. Law's Ope Ope no Mi is multifaceted, and its power can be used in a variety of ways.

Another reason for his fame is his heavy involvement in the story. After the timeskip, Law appeared in several arcs, where he showed his intelligence and strength.

Urouge is the captain of the Mad Monk Pirates and a member of the Worst Generation. After the timeskip, his role has been severely limited, and he only appears a handful of times in the story. However, if there's one thing fans can be sure of it's the power of Urooz.

Urouge has an unknown Paramecia-type Devil Fruit that allows him to turn any physical damage into force. With this power, Urouge was able to defeat Charlotte Snacks, one of the sweet commanders of the Big Mom Pirates.
