Mustard made his appearance during the Forest Training Camp arc when the League of Villains attacked UA High students. Not much to say about Mustard except that he is very proud of his skills, intelligence and gas quirk. His Quirk, Gas, induces him to sleep, allowing him to emit a poisonous gas that spreads into the air, incapacitating anyone who inhales it, including himself. During the attack on the students at UA High, Mustard is shown to be ruthless as he shows no mercy to the students, especially Tetsutesu, whom he kicks countless times despite being unable to breathe due to Mustang's gas.
Mustard certainly has what it takes to be a villain, but with his limited screen time, he has no chance. His presence with the League of Villains draws him attention as the League's members become more prominent. Since there is not much information about Tori, he is easily forgotten by his friends and viewers.

Innsmouth is another irrelevant and forgettable villain in the world My Hero Academia. While in Innsmouth Prison, no one remembers him and his time as an active villain. After his encounter with Endeavor, Ending is sent to prison, and his story ends. Not much is known about him to sustain his presence. Additionally, the ending served as a narrative device to highlight aspects of Endeavor's personal struggles and growth rather than standing as a strong antagonist on his own.
