Joyboy is an important historical figure a piece. He was called the first pirate and was responsible for leading the charge against Emu and the rest of the World Government. Unfortunately, Joyboy lost, and Imu sought to erase his name from the annals of history.

However, Joyboy's name lived on and his legend became. Fans already know that Joyboy had the Hito Hito no Mi, Model: Nika, a legendary Zoan-type Devil Fruit that allowed him to transform into the Sun God, Nika. In addition to the Devil Fruit, Joyboy also possessed extremely powerful Haki. The combination of the two makes him the strongest One Piece character. As a result, it is almost impossible for other fighters to reach his level.

Monkey D. Luffy

Monkey D. Luffy is one of the four emperors of the sea, which automatically puts him on the list of the most feared pirates. Luffy has mastered the use of all three types of Haki as well as their advanced versions. He learned the basics from Rayleigh, but only used advanced techniques after fighting powerful opponents.

Blackbeard is the most brutal and ruthless pirate in one piece. He is a rather patient person who waits for the right opportunity before making his move. This modus operandi has been massively successful for him, and has enabled him to become one of the most powerful pirates in the world.

Blackbeard possesses the Yami Yami No Mee and Gura Gura No Mee, two of the most dangerous Devil Fruits in existence. With these powers, Blackbeard is almost invincible in battle. The only department where he lacks is Haki, but Yonko has a good chance of overcoming this problem as well, and once he does, there's no stopping him.

Shanks

Shanks is the captain of the Red Hair Pirates and arguably the greatest pirate alive. He showed immense potential from a young age. In fact, he was able to use advanced winner's hockey by the age of 15. Shanks was also called “Destiny's Child” by Scoper Gaban, which shows how highly he was rated.

Shanks doesn't have a devil fruit, but that doesn't stop him from being an absurdly strong pirate. As mentioned earlier, Shanks specializes in hockey. He has mastered every form of hockey, enabling him to develop special abilities. To be more concise, Shanks' Conqueror's Haki enables him to nullify his opponents' observational Haki.

Nerona emu

Nerona is the leader of the Emu World Government. Several centuries before the current timeline, Emu led the charge against the Ancient Kingdom and the Joyboys. Emu probably wanted to wipe out the country because it threatened his personal ambitions.

Surprisingly, Nerona Emu has a powerful Haki that can be felt from a distance. As the ruler of the World Government, Ichiro Oda has made sure to give Emu an exceptionally dangerous Devil Fruit. Emu's power is called Akuma no Mi or Devil's Fruit. This allows Emu to transform into a devil at will while granting him many demonic abilities. Additionally, Emu also wields a glaive in combat with immense dexterity.

Figarland Shamrock

Figarland Shamrock is Shanks' older twin brother. Unlike his siblings, Shamrock was raised in Marizoa by his father, Garling, and as a result, he is fiercely loyal to Emu and the World Government. Garling noted Shamrock's talent when he was still very young. In fact, the Supreme Commander of the Holy Knights was certain that Shamrock was stronger than Shanks when they were together in the Holy Knights.

Shamrock has already appeared in the story, but his full power remains unknown. Fans know that Shamrock's sword is fed to Inu Inu no Mi, Model: Cerberus, allowing it to transform into a creature from Greek mythology. Shamrock's Haki is also potentially of the highest order. Whether it's on the same level as Shanks remains to be seen.

Boa Hancock

Boa Hancock is often overlooked in Powerscaling debates because he has yet to engage in a major fight in the story, but that shouldn't undermine his stake as One Piece's strongest character. Boa Hancock is an elite fighter who can use all three types of Haki. He probably has complete control over them because he is the leader of the Kuja, a tribe renowned for their hockey skills.

On top of that, Hancock has Mero Mero No Mi, a Paramecia-type Devil Fruit that allows him to petrify any person. It is almost impossible to avoid the influence of Satan's fruit. The only way to avoid being attacked is to distract yourself with pain. With his power, Hancock can easily reach the top.
