While he wasn't at the level he was when he fought against the likes of Whitebeard and Roger, once he returned to Wano, he was canonically said to be many times stronger.

Oden was able to hold his own in the fight against Yonko Kaido and potentially kill him with his incredible use of Victory Haki. In fact, he actually managed to give Kaido post-traumatic stress even decades after his death. Of course, he would be able to hold his own brilliantly against Nuszuro.

Roger was very powerful in his prime, and definitely one of the most monstrous fighters who could definitely defeat Nuzuro.
