Overall state and balance a piece The world is held together by a system called the 'Three Great Powers'. These powers are essentially 3 powerful groups that are incredibly dominant, however, each of their reach and power is kept in check by the other 2 groups as well, ensuring that one does not rise above the others. As seen in the series, the breakdown of one of these powers creates a power vacuum that the other can claim.
These powers are the World Government, the Seven Warriors, and the Four Emperors of the Sea. The Emperors are the most powerful pirates in the world, both in terms of control and power, and although the warlords are affiliated with the World Government, the organization has the main power to fight its most powerful enemies in the form of admirals. In this article, let's see if admirals can match the strongest pirates a piece.

Among the ranks of Marines, the rank of admiral is almost the highest in the entire Navy, second only to fleet admiral. Those in this position are also some of the strongest Marines, mainly due to their mastery of the super-powered Devil Fruits in combination with their skillful use of various forms of Haki. Furthermore, such a high rank also gives them an incredible level of power within the Navy as they can control and issue orders to everyone ranked below them.
When they were first introduced within the story, the admirals were near-untouchable because they have the most broken Logia Devil Fruit powers. After the timeskip, Fujitora and Ryokuguyu filled the 2 vacant admiral positions after Akane was promoted to fleet admiral, and Aokiji left the marine post after his defeat at the hands of the former.
The world government calls these 3 (admirals) the 'ultimate military force'…
Powers of Admirals:
As previously stated, Admirals are the strongest Marines in the entire organization due to their incredible Devil Fruits and their Haki. Akanu has the most aggressively-powerful Logia Fruit of them all, allowing him to mortally wound Whitebeard and kill Ace. Kizaru, on the other hand, has a Light-Light Fall, which makes him the fastest character in the series due to his ability to control and lighten up, showing how powerful he was when he almost single-handedly defeated the Worst Generation. In Sabaody.
After them, there is Fujitora, the only admiral who does not use a logia type fruit. However, his Paramecia Fruit allows him to control gravity on any scale he wants, making him one of the strongest characters in the series and, while he may not be as strong as the others, Ryokuguu is still incredibly powerful, as he was once capable of. Take out multiple Yonko-Commanders at once. Although Aokiji is no longer part of the Marines, his power is second only to Akainu, as he proves with his incredible achievements and battles throughout the story.
Admirals vs. Sea Emperors
How do they match up with Yonko?
When it comes to the thematic answer to this question, admirals are clearly created as a world government answer to sea emperors. This is shown not only through the insane abilities and power they possess but also through the power they command, as admirals control legions of marines below them, just as emperors control entire fleets of pirates.
However, this question is not easy to answer. Because of the differences between Yonko, there are some Admirals that are easier to take down than others. The best example of this is Buggy, who is one of the current emperors, as he will not challenge even a weak admiral. However, on the other hand, there is Luffy. The events of the Egghead arc showed the true power of Gear 5, where Luffy was so powerful that he was only playing with Kizaru, an Admiral feared by almost every pirate!
My wound is deep. Let me rest already…
The Battle of Marineford was a great demonstration of the admirals' power, where it was even more obvious that they were supposed to represent the opposite side of the coin from the emperors. Although Whitebeard is generally considered the strongest man in history and had the ability to destroy the world, Aokiji and Akanu still battled him head on, with Akanu landing a fatal blow on him and blowing off half of his face!
Although Akanu took a ton of damage in this interaction, the lack of fear he showed in taking on the Whitebird without any backup shows just how strong the admirals really are. Every performance they've had except for Marineford and Egghead shows them only using a fraction of their full power, so the fact that they can do so much damage is a testament to how much power they have.
However, this law of varying powers goes both ways. This is because, towards the end of the Wano arc, Shanks displayed the greatest feat of Conqueror Haki in the entire series, where he immobilized Ryokuguyu from miles away, even as the Admiral took out some of Wano's stronger characters with ease. Although he did not pass due to this Haki feat and was frozen, it shows how much stronger Shanks is than him.
Overall, admirals have always been portrayed as the greatest enemies of sea emperors and, more often than not, are shown to be on a comparable scale. Although Shanks' Conqueror's Haki was able to subdue the Ryokugyu, Kizaru was in no way defeated or hurt by Joyboy's Conqueror's Haki, which was powerful enough to send even Gorosei back to their castle, showing that even among the Admirals. Some are stronger than others!
