It was clearly stated that the strongest, most reliable, and most mature ninja in the village was destined to become the Hokage. Obviously, there is more to being a Hokage than being strong. One must be able to understand what it means to run a village at the administrative level, and above all, one must have a burning desire. The Hokage must also prioritize the 'King' or the next generation, meaning their primary job is to keep the children from killing themselves on the battlefield, which is the whole reason Konoha was created in the first place.
Shikamaru Nara, while possibly the best to be an admirable advisor and right-hand man to the leader, is not a good fit for the Kage. Shikhamaru is too logical and too weak to hold the title of Kage. For the first time in Konoha's history, the Hokage is not leading from the front. in Naruto In Chapter 653, which was released on November 18, 2013 in Shueisha's Weekly Shōnen Jump issue #49, Naruto Uzumaki officially states that being Kaz means walking from the front and leading so that he never has to step on the corpses of his fallen comrades. Shikamaru is slowly but steadily coming under enormous pressure as Konoha's Hokage, and it's about time this plot line leads to something important. After what was recently revealed in Konoha and his collaboration with the traitorous Boruto Uzumaki, it is highly likely that Shikamaru will be removed from the position of Hokage. If this were indeed the case, Konoha would likely elect a new Hokage, and this person could be none other than Konohamaru Sarutobi. Konohamaru is considered more flexible by the village elders. He is the one they think will bend to their will, and at the same time, he is an important character in the grand scheme of things.

Konohamaru becomes the 8th Hokage of Konoha within the next few arcs
At the end of the previous arc, Masashi Kishimoto and Mikio Ikemoto set up a plot line where Shikamaru's position as Hokage was officially threatened. This plot line will likely see Shikamaru removed from the position of Hokage, and when that happens, the only Konohamaru Sarutobi can really return to Konoha at this point. It might not be immediate in the upcoming arc of Boruto: Two Blue Vortex, but it's slowly building, and it's something all fans should keep an eye on.
If Shikamaru is taken into custody, maybe Konohamaru can get him out of the mess, and he can become the village counselor again. After all, that is what Shikamaru is best at, and he will continue to serve the village as long as possible. Meanwhile, this move will also do wonders for Konohamaru, as it will give him the opportunity to become stronger and more important to the overarching plotline of Boruto: To Blue Vortex.
