The Gaia Cliff Military Base area is Around the Gaia Cliff Monolith in A broken delta map area. Broken Delta is Second map area which you explore as part of your transition from early-game to mid-game.

Before going to the Gaia military base, make sure

Gaia military base common and elite enemy locations
As you make your way to the monolith from the checkpoint at the entrance, You will encounter several level 15 Rosetta terrorists. Eliminating them in your path will automatically complete your objective Defeat 15 normal enemies Within minutes they are completely populated throughout the area.
