With Xiangling, you're playing a mono pyro team, focusing on raw damage output rather than elemental reactions. You don't have to worry about stuff like proper rotation, canceling animations, rotating the right element, or using Hu Tao's Charged Attacks, so this team can feel the most comfortable to play. While Hu Tao's personal DPS is very low, Bennett and an Anemo can buff both Xiangling and Hu Tao, giving not only the duo but sometimes the other team out DPS.

Jhongli

We've mentioned Hu Tao's need for a shield, and no character has a stronger shield than Zhongli. Such a strong shield lets Hu Tao stay at low HP without worrying about dying. This lets you save your stamina for his charged attacks, since you don't need to dash to dodge enemy attacks.

If you're confident you can dodge enemy hits without taking damage, the other options are better from a DPS standpoint.

Zhongli reduces all elemental RES for enemies, giving Hu Tao another huge buff. Furthermore, you can slap a support artifact like Tenacity of the Millileth, Noblesse Obligate, or Ancient Petra on him to make your Hu Tao deal even more damage.

Xingqiu seems to be made for Hu Tao. Both block resistance and DMG RES help Hu Tao survive even without a shield, and his hydro is enough to keep up with Hu Tao's Pyro. In addition, he also increases Yelan's DMG if she's on the team by reducing enemy Hydro RES, as well as letting you use Hydro RES to increase both Yelan and Hu Tao's DPS.
