Gohan's potential is truly terrifying
From the early days of the franchise, fans knew that Gohan was special. Although he always wanted to be a scholar and live a quiet life instead of fighting and training to make himself stronger, Gohan had an incredible latent power, which was further strengthened by his insane abilities due to being a Hybrid Saiyan.
Over the course of the series, this potential was shown in droves, with the best example coming from his iconic transformation in Super Saiyan 2 against Perfect Cell. Due to this power-up, Gohan became the first to significantly surpass Super Saiyan level, becoming the strongest of all Z-Fighters to do so.
Because of this latent talent that allowed him to surpass Goku and Vegeta without even half the training they did, Gohan did it again and ascended to the greatest level of power in Universe 7 with his animal form. With this transformation, he can be argued to be the strongest of all the main heroes, as seen by how he easily killed Cell Max and in this case his speed was too great for even Mastered Ultra Instinct Goku to react to.
Although it cannot be said for sure, it is very likely that Beast Gohan is the strongest mortal in Universe 7 after Black Frieza. Since Mastered Ultra Instinct Goku's speed is too great to respond to, or how Vegeta needs to overcome all of Ultra Ego's flaws, it's a safe bet to put Beast Gohan over both.
Broly's potential is even greater than Gohan's
One of the best additions to the Dragon Ball Super as a whole The first arc followed the Tournament of Power, which finally saw Broly inducted into Universe 7's canon as the most talented warrior in the series. Not only was he brought back as the powerhouse that fans loved from decades ago, Broly now had a sympathetic backstory that made him one of the greatest additions to the universe's core team.
Like his non-canon counterpart, Broly was ostracized by his own people due to his unmatched abilities and power levels, leading to his exile to Vampa. Because of this, he was raised solely by his father, Paragus, and with a deep hatred against the Saiyan race wanted revenge for his father's treatment of King Vegeta towards them. Eventually, this brought them to Earth, where Broly fought against Vegeta and Goku.
Although this was his first real battle, and not another spar against his father, Broly's strength was so great that he managed to overcome two users of Super Saiyan Blue, though he lost his mind in the process. To fight this, Goku and Vegeta were to fuse into Gogeta; The strongest Saiyan shown in the series, taking him down.
Eventually, Broly's life was spared, and he eventually joined the core team of heroes as the top protectors of Universe 7.
