How to unlock Cappan's Resort Hotel in Animal Crossing: New Horizons
To unlock Kappn's hotel, you need to make sure you have already 'unlocked' him by meeting him at least once. For KK Slider to display in your city, you have unlocked residential services, and KK Slider has already displayed once in your island.
As long as you do this, Isabelle will let you know that ordinances are available (read: boat tours). This means you can now visit Kapp'n at the pier and hop on his boat to explore the seas with him.

When it comes to decorating hotel rooms, you should follow the theme given by Leilani. In the first instance, she asked me to find a 'beach room atmosphere'. It is very simple and takes no more than about 5-10 minutes. If you're not sure how to best style the room around the theme, just use the 'Recommended tab' by right-clicking on the d-pad for some furniture that will fit the vibe.
When it's all done, use your Nook Phone to take a photo of the room and then talk to Leilani and select 'I'm done'.
To use your interior decorating skills, you will be given 200 tickets, which you can spend at the Gram's shop on the right side when you first enter the hotel.
