One Piece Marine stronger than Luffy

The Marines are one of the strongest organizations a piece. They were formed to prevent pirates and other criminals from affecting the lives of people around the world. Because they are considered to be on the side of justice, the Marines have many recruits.

Despite their overwhelming numbers, only a few Marines are capable of defeating someone like Yonko and Luffy. Even a veteran like Kizaru couldn't stop Luffy. With that in mind, here are all the marines who are stronger than Luffy.

To simplify things, prime versions of the characters have been used.

Monkey d. Garp

Current Position: Marine Inspector

Garp is the first name that comes to mind when discussing the strongest marines in history. He joined the Marines decades ago, and since then, he has become the organization's strongest fighter. In his heyday, Garp fought against the likes of Roger, Whitebeard, and Shiki, who were all elite fighters.

Garp specializes in all forms of hockey. He is particularly good at using Armament and Conqueror's Haki. By combining the two, Garp is able to create powerful strikes that can easily destroy a city. Garp gave viewers a glimpse of his powers in the Egghead arc, when he went to free Coby from the clutches of the Blackbeard Pirates. Garp destroyed a large part of Hachinosu with his attack. Not even Kuzan could stop his teacher. Given all of his accomplishments, there's no doubt that Garp could easily wipe the floor with Luffy in his prime.

Sengoku

Sengoku is one of the older heads, who joined the Marines at the same time as Garp and Tsuru. It didn't take long for the trio to make a name for themselves and rise through the ranks. Sengoku served as an admiral before being promoted to the rank of fleet admiral. Once he gained the rank, Sengoku remained there until after the Paramount War.

Sengoku is an excellent fighter with Hito Hito no Me, Model: Debutsu. It is a legendary Zoan-type Devil Fruit that allows him to transform into a giant Golden Buddha, thereby greatly increasing his physical abilities. Sengoku's Devil Fruit also allows him to emit shock waves from the palm of his hand. He used the ability while fighting Blackbeard at Marineford and nullified the Gura Gura no Mi-powered attack. Sengoku is also adept at using Haki. In fact, he was the first Marine to be confirmed as the victor's hockey. Unfortunately, Sengoku doesn't get the opportunity to use Haki in combat due to his limited screen time. But there is no denying that he will win the fight against Luffy.

Sakazuki

Current position: Fleet Admiral

Sakazuki is the current fleet admiral of the Marines and is classified by many as the ultimate villain in One Piece. Portgas d in Marineford. He earned the hatred of fans by killing Ace. Later, Sakazuki battles Kuzan with Punk Hazard for the position of Fleet Admiral. It was a bitter fight, but Sakazuki's magma proved too hot for Kuzan's ice.

Sakazuki ate the Magu Magu no Mi, a Loggia-type Devil Fruit that allows him to create magma at will. With the Devil Fruit's power, he was able to seriously injure Whitebeard. He also used it to give Luffy a large scar on his torso. In addition to Magu Magu no Mi, Sakazuki has also mastered the use of Armament Haki as evidenced by his performance at Marineford. Luffy and Sakazuki will likely cross paths at some point in the future, and if both stay at their current levels the Marines are bound to win.

Kuzan

Current Status: Titanic Captain of the Blackbeard Pirates

Kuzan is a former sea admiral who left the organization after losing to Sakazuki at Punk Hazard. Kuzan was in contention to become fleet admiral, but the loss of his fellow admiral meant he did not earn the promotion. Kuzan did not want to serve under Sakazuki, so he left the organization and later joined the Blackbeard Pirates.

As a former admiral, Kuzan has great power with which he can take down many pirates. For starters, Kuzan possesses the Hie Hie no Mi, a Logia-type Devil Fruit that allows him to create and control ice at will. He can use the Devil Fruit to cool the ocean, making traversal easier. Kuzan's Hie Hie no Mi also allows him to freeze his opponents and create massive ice formations. Kuzan also has access to Haki, and he can probably use advanced versions of them. So, it is not difficult for Kuzan to hurt other Devil Fruit users. Considering Kuzan's strength, it wouldn't be an exaggeration to say it could beat Luffy to Luffy. However, the latter will replace him in the future.

Cong

Current Position: Commander-in-Chief

Commander in Chief Kong is stronger than Marine Luffy

  • Devil Fruit: Unknown

Kong is the commander-in-chief of the Marines, which puts him above the fleet admiral in terms of authority. He also has jurisdiction over the Shichibukai, Cipher Poles, and Anise Lobby. Given his political authority, it is not surprising that he is fiercely loyal to the World Government.

Kong doesn't feature much in the story, making it difficult to gauge his power. However, it is noteworthy that he served as an admiral and later as a fleet admiral. A weak person would never have been able to get promotions, so Kong is probably a strong person.
