When it comes to Devil Fruit abilities that can cancel out the powers of other Devil Fruits, only one has been introduced by Eiichiro Oda so far, and that is Blackbeard's Yami Yami no Mi. This Devil Fruit made its debut a piece Chapter 441, which was released on January 22, 2007 in Shuisha's Weekly Shōnen Jump Issue #8.

The Rain God's powers make it possible to cancel the devil fruit abilities of others. The rain god is said to cause rain and pour large quantities of water on the heads of people below. As seen in Chapters 1182 and 1183, it can flood entire giant-sized villages in minutes. Once flooded, most of the people there drown, and through this drowning, it can essentially nullify the Devil Fruit abilities of anyone standing in its path.
So far, the MMA version of Rain God Zaza's diving abilities have only been shown in One Piece chapters 1182 and 1183. However, in the world of One Piece Hito Hito no Mi, Model: Zaza exists, whose powers surpass this MMA version as officially introduced by the Elbaf arc. As such, Rain God Zaza's true powers are going to be very strong and can potentially wipe out entire countries with massive amounts of rain and accompanying floods.
With the introduction of the Zaza Devil Fruit, one piece is officially capable of canceling two fruits. One belongs to Blackbeard Marshall D. Not much has been revealed about the role played by Rain God Jaza in the past in Zero Century. The only thing we know so far is that all the Celestial Dragons fear the Rain God Zaza, and this is because they exist above the clouds, and something beyond their control, such as a natural disaster, scares them to no end. The Rain God, who showers the lower world with great quantities of rain and flood water, is a great fear to them.

The details of their encounter from the past are currently unclear, but since they have fought in the past, it is very likely that their encounter took place during the Zero Century.

Like Sun God Nika, Rain God Jaja will also appear before the Great War officially begins, which will soon follow the events of the Elbaf arc, and is something we've all been eagerly awaiting. Why the Devil Fruit-cancelling power will be key in the battle against Zaja Nerona Emu, the god of rain
Now, one piece is at the climax of the Elbaf arc, Chapter 1183 marking the continuation of the battle between Nerona Emu and Loki. This chapter also took us 70 years into the past and provided the beginning of Brooke's backstory from the kingdom of Asperia, which was completely destroyed at some point in the past. With the infinite ability to nullify the Devil Fruit powers of the Holy Knights, the Five Elders, and potentially even Nerona Emu herself, the Rain God is going to be a key player in the story after Zaza whose powers could hold the key to defeating Nerona Emu.
