In the last saga of a pieceEiichiro Oda has done an incredibly good job of highlighting the strongest characters in his story. Most of them use Devil Fruits, but other abilities such as Haki are heavily relied upon in this saga, allowing even powerful characters without Devil Fruits to dominate. In fact, some strong characters as a whole a piece Don't be a Devil Fruit, and many of those present in the final saga have even earned the title of 'The Strongest'.

Considering its swashbuckling setting, it's not surprising that talented sword fighters fill the piece. There are many strong ones here.
Sanji

Abilities: Descent Factor, Haki
Sanji One of the strongest warriors of the Straw Hat Pirates and definitely an incredibly strong fighter who has no Devil Fruit powers. In the final saga, Sanji has gained a great reputation, such that even the admirals are wary of him. He has access to two types of Haki, the Color of Observation and the Color of Armament.
On top of that, he also has access to genetic modifications made by Germa, which give him a stronger exoskeleton, increased muscle mass, and boosts all other physical abilities. With all his powers combined, Sanji is an incredibly strong monster who can hold his own against the elites of a fragmented world, with an even higher ceiling to reach.
Roronoa Zoro

Abilities: Hockey, Fencing
Roronoa Zoro A pure swordsman who relies on nothing but his sword skills and his Haki in battle. His sword skills have already made him a master swordsman, and Zoro is currently in the process of refining his Haki and taking it to the absolute maximum level. Zoro is a user of all three types of Haki, but his control over them is not perfect. Still, thanks to Enma, he can bring all these Haki types incredibly well.
In the Wano arc, Zoro was able to use Enma to bring out his latent advanced weapons and conqueror's Haki. With these powers, he was able to defeat the king. In Elbaf, Zoro is doing his best to understand the control over these Haki types, taking his overall power to the next level. Considering that he wants to defeat Dracul Mihawk, he will have to become very strong and improve his hockey a lot as he continues his journey with the Straw Hat Pirates.

Ben Beckman

Abilities: Hockey, Gunmanship
Ben Beckman Red Hair is the vice captain of the pirates, and as a member of the crew, he has no devil fruit abilities. Ben Beckman sports a rifle that looks like he would use it in battle, but his greatest strength is hockey. At 4 billion volumes a piece, Oda clearly states that Beckman's hockey is stronger than that of the admirals. Fans haven't seen a proper glimpse of it yet, but it goes without saying that he's a very capable pirate.
According to Branyu, all commanders of the Red Hair Pirates have a high average bounty and incredible strength, as if the crew itself has no weaknesses. That means Ben Beckman is a monster in his own right and one who can hold his own against the world's elite.
Scooper Gaban

Abilities: Axemanship, Haki
Scooper Gaban An extremely powerful pirate known throughout the world as the left hand of the late Pirate King and the Mountain Eater. Gaban wields dual axes in battle and coats them with an incredibly high level of conqueror's hockey. He is also a user of advanced armament as well as advanced observation hockey, making him the master of this power throughout the series.
Gaban is a force to be reckoned with, and his power is such that hardly anyone can rival him in battle. It is said that he has been on the level of the likes of Gol de Roger in the past and equaled the likes of Silver Rayleigh, although Gabon seems stronger than him.
Silver Raleigh

Abilities: Fencing, Hockey
Raleigh A master of Haki who was first introduced to fans in the Sabaody Archipelago Arc of One Piece. He is the equivalent of Scoper Gaban and an extremely powerful pirate in his own right, known throughout the world as the Dark King.
Rayleigh is a master of Haki, and his grasp of the skill is so good that he can even teach it to Luffy in a very short time. He can use all three types of Haki, with progression to hand color and supreme king color. Although not a Devil Fruit, he managed to establish an appearance similar to the Yonko of the One Piece world. In fact, Ray is so strong that, despite his old age, he was able to scare off the Blackbird from the Amazon Lily. It certainly says a lot about the level of power he possesses.
One piece officially reveals Emu's 'omen' – a new power stronger than the victor's Haki
Omen is a brand new power used by Nerona Emu in the last chapter of the Elbaf arc, and it also defeats Haki.
Dracul Mihawk

Dracul Mihawk An extremely powerful pirate who reigns supreme as the strongest sword in the entire world. Mihawk has no Devil Fruit abilities, and all he relies on in battle are his immense Haki and sword skills, just like Zoro. While Mihak's Haki powers have yet to be revealed, the fact that he alone holds the title of strongest swordsman makes him a Yonko-level enemy and the strongest in the story's final saga.
Monkey d. Garp
though old, Monkey d. Garp This is a force to be reckoned with and definitely one of the strongest characters in the final saga of the story. Garp is a pure brawler and only relies on high-level Haki in combat. He is a user of two types of advanced Haki, namely the Color of Weapons and the Color of the Supreme King.
In Egghead, Oda gave fans a glimpse of what Garp could do with his Haki, and in Elbaf, during a God Valley flashback, his powers were also depicted in his younger days. Needless to say, Garp is an absolute monster that can only be rivaled by a select few in the world of One Piece.
Shanks

Shanks An extremely powerful pirate who now stands tall as one of the four emperors of the sea. He has no Devil Fruit powers, and all he uses in battle is his incredible Haki. When it comes to hockey, Shanks is the strongest among pirates in the current era. In fact, his Haki is so strong that it was directly compared to Joy Boy from 800 years ago, whose power scared even an emu.
Shanks has spanned all three forms of hockey, and he has advanced it in all areas. He can see the future with his Haki, deal damage without touching his opponent, and of course, coat his blade in the powerful Supreme King Haki. More than that, Shanks can focus his Haki on his blade in such a way that he delivers powerful hammer-like blows that crush the enemy, as was clearly evident when he fought Eustace Kidd. Of all the non-Devil Fall users in the world of One Piece at the moment, Shanks clearly stands at the top.
