While writing the villains in Naruto, Kishimoto made a note to make them as interesting as possible. He gave them compelling backstories and a complex morality. In some cases, the author even made a point of giving the villains their own redemption arcs. However, not all of them were redeemable. Orochimaru

In many ways, Orochimaru was the highlight of Naruto Part 1. The way he was introduced sent shivers down the spine of the audience. Orochimaru was completely evil and had no remorse for his actions. He conducted human experiments, which often did not end in the death of the test subjects. If that wasn't enough, he also attacked the Hidden Leaf Village, resulting in the death of Hiruzen Sarutobi. Given his past, he should have been punished harshly, but somehow.

Obito Uchiha

One can feel bad for Obito and still criticize his actions. It is true that he was made to suffer because of his ancestors and the actions of Black Zetsu, but at the same time, he had a choice. Obito could have given up his life and entrusted the future to his best friend, yet he chose to unleash the Nine Tails on the Hidden Leaf. Obito didn't stop there. He manipulated the Akatsuki from the shadows and eventually started the Fourth Great Ninja War. His actions were unforgivable, and he should never have been spared.

Itachi Uchiha

Itachi was a victim of the malevolent nature of Danzo and the other Elders of the Hidden Leaf. While he deserves mercy, that doesn't mean he should be redeemed by Masashi Kishimoto. It is hard to ignore the fact that Itachi killed his parents and many other members of the Uchiha clan. He also used high-level genjutsu on Sasuke, who was just a child. Itachi's actions traumatized Sasuke, and he was forced to live without his parents. Instead of forcing his younger brother to deal with such an absurd trauma, he could have been honest with him.

Zabuza Momochi
Zabuza is one of the standout characters in Naruto. He was introduced in the first half of the story, and it didn't take him any time to make an impact on the audience. Zabuza came off as a spiteful person who would hurt anyone for some money, and to some extent, this was true. Zabuza killed many people during his time as a mercenary. Yet somehow he was freed. Zabuza was an evil person, and he was never given a proper send off.

Madara Uchiha led the Uchiha clan during the Warring States period. After years of fighting and losing his family members, Madara was tired, so he decided to stop the wars. He allied with the Senju clan and built the Hidden Leaf Village.
However, the darkness in his heart was misused by the Black Zetsu, and it sent him down a rather destructive path. Madara manipulated Obito and many people died as a result. In his mind Madara was working for peace, but the truth was that he was selfish and self-centered.

Kabuto Yakushi

Kabuto Yakushi was fascinated by Orochimaru's ideology, so he decided to follow in his footsteps. Kabuto was also impressed by Orochimaru's dedication to his goal, so he did everything in his power to help the Legendary Sannin. Kabuto was involved in murder, kidnapping and many immoral experiments. While committing all the heinous crimes, he never thought about the consequences.
After Orochimaru's “death”, Kabuto mastered the Impure World Rebirth and helped Obito start the Fourth Great Ninja War. The Eternal Summons caused a lot of chaos during the war, and they also killed many ninjas. Instead of being punished for his actions, Kabuto was allowed to run the orphanage.

Nagato Uzumaki

Make no mistake, Nagato Uzumaki is one of the most well-written characters in Naruto, but that doesn't mean he deserves redemption. For years, Nagato led the Akatsuki and made them victims of the jinchuriki. Once the group finds the jinchuriki, they subdue it and then take out the tailed beast. Fans will know that the jinchūriki died when their tailed beast was taken out, so almost every person captured by the Akatsuki was killed.
Aside from the tailed beast extraction, Nagato oversaw other missions, which resulted in the deaths of countless other people. He also killed Jiraiya and later destroyed more than half of the Hidden Leaf. Although he resurrected countless souls killed by his attacks, his other actions cannot be ignored.
